On hats and roses ? Our black cartwheel hat, styled and 。1940\'s cartwheel hat wide brim platter made of black transparent crinoline and trimmed with gorgeous purple millinery flowers. The stiff crinoline fabric is often referred to as horsehair and a popular fabric used for vintage hats. The condition of the hat is good and wearable with some minor blemishes. A few of the scalloped edges could use some mending but doesn\'t really take away from the integrity of the hat. The purple millinery flowers have some minor fading and signs of age but are still gorgeous! Due to the minor blemishes, the hat has a lower price for the buyer. I measured 13 inches around the interior of the flat crown and 17 inches from one side to the other side of the scalloped edges. The hat was designed to sit atop of the head and fit most sizes. The tag on the inside size 22. The last 2 photos show the interior of the hat and the designer tags. One of the tags says, \"Designed by Enid Lee - New York.\" The other tag is the highly collectible \"New York Creation Size 22\" referring to the fashion institute founded in New York during the 1940\'s.
